The question is imprecise.

Suppose I have functions in another programming language (say, Java or 
C++) that have an API that can be called from a particular XSLT 
implementation.  I then write some XSLT that calls those API's.  Am I 
doing my programming in XSLT or a mix of languages?  Suppose the person 
who added the API's is not the same as the one using them?
