He's been trolling here off an on for many months throwing out bizarre
proposals and refusing to accept any feedback on them that suggests he
might be even a little off base.  Part of that may be language issues,
but personally I'm starting to lean towards your first suggestion...

Given how non-productive any discussion with him is I'd suggest just
adding him to your "ignore" list...
