I'd also point out that OASIS has an emerging effort to standardize such a format as an (in progress) open standard called UOML http://www.oasis-open.org/committees/tc_home.php?wg_abbrev=uoml We've just completed the first committee draft to be found here http://www.oasis-open.org/committees/document.php?document_id=25100&wg_abbrev=uoml UOML already exists as a recognised format in China so the OASIS version builds on existing work (already implemented in some versions of the chinese Open Office derivative called Red Office). In such an implementation the document is archived using the Print function in an office app and a virtual printer which converts the office document to UOML as a binary XML file. Hopefully this will nicely complement ODF as well as the chinese equivalents. I'm new to it so please don't just take my plug as gospel truth - best to check it out.
