Cool. This is so obviously useful that other parser vendors might wish 
to implement this as well. (I certainly hope so.) Thus we should move 
the discussion onto the sax-devel mailing list and see if we can agree 
on a standard URI such as

http://xml.org/sax/properties/base-uri

so code will be compatible across parsers. I hope we can do this without 
  requiring a complete SAX revision, but if not it might still be worth it.
