To a point yes. At the very least, reality checks concerning suitability 
of the spec to the community *and* its implementability should be 
introduced at regular intervals. Some seem to think that it would 
introduce more process and thus delay Recs further. I agree that it 
would introduce more process but I think it has a chance to speed up Rec 
delivery, not to mention largely increase the quality of Recs.

Right now the first reality check is LC, and that's often way too late 
to go back and solve major issues.
