Hi. Schematron can create a validation report that collects validation errors and reports them in XML format. You might at least look into that as a basis for the syntax you ultimately use to represent the validation information. You don't say what method you will use to validate instances but if you do validate using schematron then using the schematron XML format would be a no-brainer.
