You are right, except in the implication that there is a formal spec. While the generic syntax of URIs including those in the file: scheme is reasonably well defined by RFC 2396 (and its friends) there has never, as far as I can tell, been a public specification describing the mapping of file: URIs onto the file naming conventions of particular operating systems such as Windows, and different products support different mappings. Dave Pawson did a fairly detailed survey of this a couple of years ago and published the results, but I can't find them now.
