Agreed. We've already been actively discussing this issue, and it'll
likely end up as bug number four.

The procedure (per Appendix C) is that we gather feedback from the
community, and release one or more drafts implementing recommended 
bugfixes noting the changes temporarily in the specification.

When we gague that we have a general consensus, and that further bugs 
are unlikely to be found, we'll remove the DRAFT caveats and make no 
further semantic changes to the specification except to resolve an 
ambiguity. All typographical corrections will then be noted permanently 
in the errata with a diff link.
