To some extent this can be hidden behind functions -- I actually think XQuery has so far failed to address its requirement of supporting pointers/links, but few othew XML (or even Web) query systems do better. There isn't consensus on how to represent relationships. So the difficult part is that you can't write the functions to be general. One could use RDF schema annotations, I suppose. I'm rambling, but I think really I'm agreeing with you, and trying to think about ways to go further.
