A bit more rant.  If I were king:

The public safety systems have to be built over 
a common model the same way the French designed 
their nuclear reactor systems.  This isn't a competition 
for innovation but for common reliable trusted services. 
In this business, one doesn't get to devastate their 
competitors.  One's systems must interoperate with 
them seamlessly.  One will be building over core 
technologies provided by other companies (the big four 
in most cases) and open source.  

So I would call in the CEOs of the top companies 
in the field and tell them:

1.  A national plan for public safety will be 
created with an architecture.  Preference will 
be given to open technologies that rely on open 
standards with proven implementations.  Only after 
the necessary interoperable systems are in place 
will more advanced but unproven technologies be 
entertained.   There will be a purchase list for 
approved products.

2.  Public monies will be allocated to the states 
and the local agencies to procure systems that are
compliant and conformant with that plan.

3.  Systems will be vetted for conformance.  If 
they are not, they will not be on the purchase 
list for conforming products.

4.  Any company that gives even a whiff of using 
rat-f**king tactics in these procurements over 
the agencies or their competition will be removed 
from the list of approved sources.

5.  Government agencies will be audited and held 
accountable for conformance and compliance to these 
policies. 

This isn't a sport.  This isn't business as usual. 
This uses web technology but this doesn't necessarily 
conform to web traditions.

Let's hear about that in the upcoming presidential 
debates.  The current administration wasted the 
best opportunity it had to get this done.   Now 
we have to recover.  It doesn't matter which party 
endorses this because both parties have to accomplish 
it or answer to the electorate.  "the jig is up".
