Right. The issue is assuming that "on the web", any resource was created to meet a common set of requirements. They aren't. Thus, negotiation. It isn't just Ted who makes such assumptions. That's why in real world applications, people forsake XML, HTML, and the common SGML conventions, relying solely on out-of-line markup. Seriously, out-of-line markup is useful, but is overkill for many applications. Ted seems to assume that only the requirements of his applications matter. Many people have different requirements than these.
