This is exactly how and why Reuters Health has been using and publishing
metadata embedded in its stories since 2000.  We use the RDF both
to classify stories for distribution to specific customers, but also
transmit them to customers wishing to do their own classification.

The ontology employed is mostly SNOMED, supplemented with ISO 3166-1,
ticker symbols, NAICS, and various home-grown codes.
