Yes from the dictatum you are right and if you mean here that I may not have
access to it, you are still right. Otherwise, if I do not have data how can
I speak of meta-data? I agree that I may not have the right to access the
data or its representation, but the data has to exist. When I said that I
have access to it I meant "somebody" not necessarily me Joshua (just in case
you wanted to cut hairs in parts). 

Maybe there are some cases where it is possible to store data on some
substrate without the possibility of retrieving it (I do not see why) so add
to the different cases in which you can store data but you retrieve (note: a
generic you here Joshua, again just in case...). 

If the resource in question is a machine and this machine has no data; can
we say that it's a resource and de facto, can it have some meta-data about
it? Answer?

Josha we can say that an RDF frame can be specified on about anything, I
agree with you on that. 

In my world, and I am not afraid to propagate it (other did that before me -
in the western world we have a long tradition of philosophical reasoning you
know) if there exist some data, there is a possibility to define some meta
data about it, otherwise its probably only data.

Note (just in case): I said that "I" can access the data with a processing
gizmo, this is said in the general sense that I may have access to a gizmo
to reach to the data and perceive it with my senses. My premise was that
there is a way to get access to the data. You probably inferred that there
some cases where storing is possible but not retrieving it(because the way
to retrieve the data is lost or for some other intent I do know or
understand). So include to the category: data that can be stored but not be
retrieved. Nonetheless for something to be qualified as meta-data, a
necessary and sufficient prerequisite is that there exist some data. If now
you now want to define what data is....
