This one is an early prototype that was implemented to help develop the 
X.694 standard, so it it not 100% aligned with the approved standard. As 
mentioned by Alessandro Triglia, it will be (very) soon replaced (at the 
same URL) with a tool that complies with ITU-T Rec. X.694. (I will Cc 
this list when it'll be announced.)
