Actually setDocumentLocator is called before startDocument (if at 
all). An app just can't use the Locator inside startDocument. Hmm, in 
hindsight it probably would have made sense to call 
setDocumentLocator immediately after startDocument rather than 
immediately before. Oh well, probably too late to change that now.
