of course i left out the most famous of social DoS attacks - being the
picket line (lockouts might be too from the other side).

i don't know the situation in the us, but if it's anything like here
there are fines and gaol terms for these things beyond a recognised
(legislated/court determined) use.

ultimately legislation, policing, and punishment can be the only
solution to minimisation of what we have already determined is a crime.
that's because it's a social, not a technical problem (like grafiti -
ban all spray cans?).
