Correct me if I'm wrong, gut it seems to start at the 
Call For Service.  That is the Dispatch-centric vision 
that dominates the industry.  

Given COPS MORE and other initiatives, will the actions 
required for pre-CFS behaviors be considered?  Even 
in 1967 it was observed that once the call-for-service 
comes in (the crime is committed), the system has 
failed.  What can XML do to facilitate crime prevention? 
Exchanging that information is a very high priority.
