You would also need to remove all elements and all comments, all these
things are just markup and won't do anything "on their own". Any of them
might cause something bad to happen given suitable software.
The name "processing instruction" is just a name, there for historic
reasons, there is no reason to assume that it is more likely to trigger
any processing than any other XML markup.
