I'm not Elliotte, but I think your position can be described as 
dissonant. On one hand this proposal has "nothing to do with XML". 
On the other hand it requires extensions to key XML parsing 
technology. Can you please explain why this is good?

But as I said, your use case seems to want an event based api that 
returns byte[] not char[].
