 yes except they are character references not character entity references (they're not entities, which makes a difference when interpreting some edge cases against the rules for entities) Of course the 
 might still be normalised (to a space, #x20) if it is in an attribute, attribute value normaltion is a different beast, and happens after parsing, unlike eol normalisation which happens before.
