Either one, depending on the  job.  Just by coincidence, today I was working
with some XML that gets turned into HTML after it resides in some database.
The task involves setting  up some decent editing capability for someone to
tune up and adjust the data.

I needed to look at exactly what was getting stuffed into the XML.  I wrote
a CSS stylesheet to show all the elements in a readable way.  It worked
great in Firebird.  After that,  I really needed to rearrange the order and
layout of the data.  So I am in the middle of writiing an XSLT stylesheet to
do that.  The first thing I did was to take the HTML I had written of a
breadboard of the desired page, and copy it into the stylesheet, CSS and
all.  Now I am writing the templates to populate the various parts.

Back to your question, I normally make sure that my "HTML" is also
well-formed XML.  This has simplified my life many times.

I have become very fond of both XSLT and CSS (which originally left me cold,
but now I have a keen appreciation for it).
