[This is not to say I agree with the above statement, but rather an
explanation] 
This is (IMO) a common mistake that people make - referring to ebXML as
a whole, when they should be referring to one component of it. In the
case above you're referring to ebMS, which has multiple commonalities
with some of the GXA specifications.
