Kohsuke already mentioned RelaxNGCC.  I am aware of three other approaches.

- XDuce, which is ML with XML, patterns, and schemas added.

- JWIG, which is Java with XML and schemas (DSD schemas) added.
	http://www.brics.dk/JWIG/

- XP++ is also an extension of Java, but is for stream-based processing
	http://www.alphaworks.ibm.com/tech/xmlprocessingplusplus

Programming languages proposed by PLAN-X papers are also interesting.
