yes of course - But the issue is simple and is one of the ones that the IETF
has tried to ignore and that is its responsibility to enforce its document
process on anyone relying on the IP republication rights as all leveraged
Standard's processes do.

This is so easily fixed it is mind numbingly simple - just set a Copyright
Policy stating that no documents are publicly referable as anything other
than conversational references until they are awarded the Status of
Standard. Which makes it a violation if US and Global Copyright to refer to
this material in any way outside of what it was intended for. I.e.
speculative vetting by this and related communities.

That makes the W3C's referring to anything that this group does as part of
its standard a copyright violation unless that precursor work has reached
the state of OASIS Standard.
