Tool to automate XML generation

Hi,

     Is there any tool that one could use to automate the generation of XMLs
wherein the tool is fed with elements/attributes/content and the XML
     is generated with various combinations of these.

    For example: Say one wants to write xmls for a SendMail app. To and CC
properties of this app are such that either both properties can
    be present or one of them is enough. Now, one would feed-in all the
properties of this app to the xml generator tool and specify what is
optional
    and what is not. The tool should then generate xmls for various
combinations of these properties.
