In that case, the third party software should have used PIs. The
format of the comments made it clear that the software wanted to
include some information in there that could have been useful. If that
software was not capable of modifying the schema, the best way to pass
on that information to other applications was PIs - they need not be
specified in the schema, they get passed to the calling application,
the calling application is free to ignore them if it doesn't recognize
them or finds them useless. IMHO, they are the substitute for the
"crap" element that someone mentioned in this thread.
