See http://www.infoworld.com/article/03/03/28/13standards_1.html for an overview of all the players and all the specs "out there" in the Web services space. There are numerous axes of cleavage -- a lot of people seeking the mythical "first mover advantage", a certain amount of organizational "NIH", a lot of industry politics, and the wretched intellectual property rights issues. It will all get sorted out when there is enough real experience with some of these technologies to know what actually works to solve real-world problems, and when/if the parties involved accept the premise that one free basis for real interoperability beats n proprietary opportunities to embrace, extend, and tax Web transactions. I liked Michael Sperberg- McQueen's observation quoted in the last paragraph of the InfoWorld piece in that regard.
