I still don't count myself an XML expert after five years in this treacherous muck, and I certainly wouldn't count anyone who had taken, even passed, a test offered by IBM as an expert. I have my own set of questions for determining how well people know markup, but they're certainly not so formal as a test. A conversation is a much better forum for learning what people know. I have no patience for certifications and suspect that IBM (like Microsoft, Novell, and Sun before them) do the profession a disservice by offering such labels for a price and a test.
