The XML DSIG namespace uri is an empty fragment:
      http://www.w3.org/2000/09/xmldisg#

This is kind of cute.  When they need URI's for things within that spec
(for example, to specify the type of cryptography), they apppend a "real
fragment" to the base.
      http://www.w3.org/2000/09/xmldisg#rsa-sha1

XML Encryption works the same way.  I don't know if it was Reagle's idea 
or he inherited it.
