The thing is, TIFF is open in that the specs are published, but they are nightmarish enough that people can't be bothered to. It is in the best interests of a large company that controls an open spec to make it so complex that only their implementation can keep up with it; they change the spec in ways that are easy to implement with a gross hack in their twisted codebase, resulting in a nasty mess for the uninitiated.
