It is misleading to say "namespace names are URIs" as if that's all there is to it, especially in the context of an argument about whether or not namespace names should be treated as a meaningless string of characters as Michael Kay correctly asserted.
 
For all practical purposes, namespace names are a meaningless string of characters which happen to be restricted to have the same syntax as URIs.
 
But you already know that, since that's what your document says.
