    Thats what i exactly meant usage of default values.But this design needs
the usage of attributes extensively  than elements as attributes can only
have default values.

Any comments on that.

Not sure what you mean by "rest of the data can be pulled from DTD" - a
DTD contains metadata, not data.  Are you perhaps referring to use of
default values within a DTD?
