  You clearly need the xmlns() scheme for those case where the context
cannot provide the namespace binding. However when the reference is done
from an XML document, the option of inheriting the binding from the context
(like for XPath uses in XSLT) could have been allowed, avoiding that
redundancy.
  But it's not related to the new scheme namespacing mechanism that Simon
was pointing out, the absence of inheritance has been there for years 
(well nearly 2 years).
