I always assumed he meant standards are accepted by industry even before the standards are cooked. For example, there are a number of vendors that have either announced or shipped products based on XQuery even though it hasn't even reached PR or CR status let alone being a done deal (aka a W3C recommendation). -- PITHY WORDS OF WISDOM Nature is a mother.
