Yes.

For the people who cook an entire data model and then use it, I think that 
the DOM and the XQuery/XPath/XSLT data models will be the two models people 
will use. The InfoSet will usually be exposed via one of these two models, 
and datatypes will be exposed in the XQuery/XPath/XSLT model.

Of course, there's always SAX programmers or people who mung XML with 
text-based tools. They won't need these models.
