An alternate interpretation is that objective meaning *is* a reality but that we simply lack the tools reliably to identify the objective meaning.

Meaning or the words to attempt to attempt to express it is interesting territory. Assuming that what we are trying to describe in a specification, ... XML is perhaps one example ... is itself a tool to help us to use a model (which is itself only a rough approximation of reality) I think these types of difficulty highlight the potential difficulties ahead for any attempt at a semantic Web which goes beyond the most simple concepts.
