A market may do whatever they want in their own space. But if they're going 
to use nearly any W3C XML technology, they certainly do, since any new W3C 
spec has to be delivered with namespace support.
Very few markets operate in a vacuum, which means nearly everyone is stuck 
using namespaces in one fashion or another.
