And never will be.  The web is in the oldeSpeak, a living document. 
I expect its representations will spawn generations of such.

Folks, we do have to read the archdoc and understand it.  This is the 
work of some serious folks trying to boil it down to things 
we can all understand and apply.  If one doesn't read anything 
else the w3c publishes, this is the one to read.  It is for 
the web system what the Dexter Reference Model became for 
earlier systems.  It is critical to get this right because 
it becomes the "law" of the web.  Since we don't have divine 
inspiration, mutual sweat equity is required.  We need to discover 
a way to have a Ten Commandments that either adjusts to changing 
circumstances or changes circumstance.  It is data and control.
