That's my experience as well.  There are lots of casual maintainers who
only use tools, or use tools as a crutch, but hand-coding is still
crucial to a wide range of sites large and small.

But heck, if people are just going to use tools, maybe the Web should be
rewritten in Microsoft Word or just RTF, to take a slightly more open
and generateable example.
