No doubt some are, and it shows:-) but often (and ideally) the markup language is explictly designed _without_ a programming basis. In order to capture the important semanics that the language is designed to capture. Different programs presumably then operate on that markup in different ways, but that shouldn't necessarily be a design criterion of the language. docbook is docbook whether it's implemented in dsssl or xslt or built in to a proprietary editor.
