Sorry that rule isn't as good. xlink attributes are in a namespace so I expect them to be global and can be used more or less anywhere. If xlink also had elements (as I think it did at one time) then I wouldn't want the interpretation of the xlink attributes to change just because they had suddenly become local if used on an xlink element. If the html namespace had a src attribute I would expect to use html:src anywhere. Currently it doesn't, so there is no such global attribute. If the unprefixed src attribute is in the html namespace your rule above tells me that it is local while on an html element but says nothing about whether it can be used as a global attribute as well.
