I don't understand either analogy but I do sense that they involve real harm to someone. A 404 that lives for a few years *at best* causes confusion, not real harm. But anyhow, we are splitting hairs. The rule of thumb should be: "Use HTTP URIS for namespaces. Put documentation at the referents, even if only one sentence documentation." Where we disagree. I would say: "If, for some reason, you are too lazy to do that, use HTTP URIs nevertheless.
