And because HTTP named things are directly resolvable, 
we get the deep linking controversy where a publisher 
finds himself in court fighting over rights to access. 
God help the judge who has to sort out that "Well, 
they said we were just naming the article" argument.

HTTP permits people to publish information that other people want to
retrieve _based_on_publisher_.  HTTP retrieval has strong affinity to
publisher, and HTTP requests have strong affinity to publisher.
