Ahh, but we have XML to provide cross-language data exchange :~)
Or, you folks have created the .NET CLR to provide a common substrate for
the VB, C#, C++, etc. programmers. (We all know why Java's not on the list). 

But seriously, what I would suggest is that the Query WG accept the reality
that there is heterogeneity of XML schema languages (and applications that
use no schema language) and focus on the most common use cases rather than
the most interesting.  It's one thing to insist on the WXS simple types 
(most people can hold their nose and manage to work with them), but quite 
another to ask the rest of the world to adopt the WXS type system in 
all its glory in order to exploit much of XQuery's functionality.  Again, the
assumption that WXS would be a universal and reliable foundation for valid
XML made a lot of sense 3 years ago, but it hasn't worked out that way.
When reality changes, requirements have to change, or projects fail.
