It's "//b[preceding-sibling::*[1][self::a]]" (or, better, "/foo/b[preceding-sibling::*[1][self::a]]"). The preceding-sibling axis is a reverse axis, which means that when you count the positions of the nodes that you get in the step where you use it, they get counted in reverse order.
