The quote from the XQuery working draft seems pretty clear to me. 

I see no mention of RELAX NG in the XQuery WD and the only reference to
DTDs is in issue 43 which is supposedly handled in the yet to be seen
"Named Typing Proposal"

PS: XML-DEV has already done the W3C XML Schema and XML Query dance.
