Insert for "community of interpretation" a resource capable 
of saying;

"For this URI, this set of signifieds may be applied. 
Choose one or many.  Go to next step."

"For this URI, no resource exists so here is my 
default Don't Look Here Now" reply.

As long as an interpretable document returns, 
where interpretable means the client/agent/human 
is not surprised/bewildered, it works.  It may 
not satisfy, but it works.   Satisfaction means 
you get what you want; working means it gives 
you what it has and you understand that.

Signifier sets are rarely infinite in practices, though that still
leaves plenty of room for nuance, ambiguity, and necessary chaos.  URIs
and all their capabilities strike me as a misguided effort to reach for
the infinite by providing too many possibilities on the back of
signifiers with commonly-understood (location-based)) constraints.
