If every distant contingency of any set of statements were to be considered in judging whether those statements were consistent, then there would be no such thing as a set of statements that are consistent. In other words, I think you're splitting hairs quite needlessly. If you have this argument to make about namespace dereferencing, you'll have a stronger case just making the argument.
