First of all, Mozilla offers probably the best CSS support amongst
browsers. 
Second, the layout model was designed such that contents can be resized
while keeping their ratio as best as possible. As far as "application
UI" design goes, I prefer XUL over SVG (although I would be more than
happy to mix the two)!

However, it all comes down to the author. A tool cannot force you to use
it in a certain way.
