Yes, but early thoughts are that we don't want to "break" DTDs, so we will look at trying to come up with conventions of use of existing DTD syntax before introducing new syntax and/or declarations. NOTATION declarations come to mind, but XML NDATA entity declarations do not have data attribute specifications the way that SGML NDATA entity declarations did. However, we are collecting use-cases at this point and will begin proposing solutions when we think we have a representative collection of needs. It would be a shame to begin standardizing ways of doing things before we know what everyone would like to see. For those who are unaware, ISO/IEC JTC 1/SC 34/WG 1 is responsible for SGML and the annexes to SGML that are compatible with W3C XML 1.0. ALL INPUT IS WELCOME!
